Nominating Process
Running for Congress? … we’ll have an app for that!
A consensus nominee in three steps.
With a prototype now in development, a fair and transparent contest for Congress is not far off. In fact, you’ll wonder why this wasn’t done ages ago.
Step #1: The Endorsement Round
Once the process starts, constituents will have weeks to filter, sort and review the field of potential nominees and choose those they would like to endorse. The entire campaign is conducted online. The app will provide candidate profiles, short video’s on policy positions, as well as written statements.
The app will feature innovative filtering and a unique “issue indicator,” allowing constituents to quickly note key positions and match to potential nominees. Constituents can endorse multiple nominees during this round, ensuring that those who advance are accurate reflections of the districts’ values. These features provide a systematic way to reduce a large field.
Prospective candidates and their supporters will be able to campaign online and in public spaces, they just can’t spend money. The app provides tools for campaigning, eliminating the need for printed materials, and public service ads will educate constituents and remind them of deadlines.
The field will be automatically pared on a periodic basis, with constituents recasting their endorsements until the prospective nominees with the most endorsements go to the next round.
Step #2: The Virtual Town Hall
The app will provide video and written opportunities for finalists to weigh in on legislative issues before Congress and further distinguish themselves from the field. They will also be given equal time and space to elaborate on topics of their choosing. At the end of this round, constituents will select their top two.
Step #3: The Debate
The nominating committee will moderate an online debate. This round will be short. The candidate chosen for the general election will always finish with over 50%. It’s very likely the runner-up is also highly electable.
The process further explained
A level playing field for nominees.
In advance of the endorsement round, entrants will complete their online campaign. This will include biographical information, a synopsis of their ideological platform, virtual marketing materials, and responses to global, national and local issues.
Whether the format is in written, video or graphic form, participants are given an equal number of characters, time, or pixels, respectively.
Each will indicate on which committees they seek appointment and detail how they are qualified to serve. And finally, potential nominees will indicate the caucuses they intend to join.
A better experience for constituents.
Everything is securely accessed online through smartphones or computers. The Party will adopt commercially proven KYC (Know Your Customer) technology to assure only verified constituents can be added to the portal.
It will be an “opt in” experience as there will be no attack ads, spam emails, text blasts or robocalls. During the nominating process, no evidence of a public campaign is permitted.
Social and traditional media coverage is allowed as long as no one pays for it. Campaigning in public space is permitted, but knocking on private citizens doors is not. Prospective nominees are forbidden from raising money until the victor emerges.
Constituents without access to smartphones or computers can visit field offices to receive help with registration and using the app.
The General Election
The Party nominee will be required to form a candidate committee upon officially declaring their candidacy for Congress. The candidate committee is responsible for field operations. Under Party rules, the candidate will be required to return remaining funds to the nominating committee at the end of the general election cycle. Party nominees are not permitted to make extraordinary contributions to their own campaign.
The fine print.
Potential nominees will be required to submit financial disclosures and tax returns, complete background and reference checks, and contractually agree not to run for Congress in the current election cycle should they fail to win the nomination or are disqualified. The Super PAC offers ultimate leverage and will have numerous preconditions to assure constituents that resources won’t be wasted on a rogue candidate.
